But if it won't get a majority vote, and we can see the many vehement reactions to Trump's proposition, what then?

To me it is about doctrine. Example: I called myself a Darwinist, but now a Democratic Darwinist, because I found out from writer Robert Zubrin that Darwinist theory played a large role in Nazism. And if I had lived in the 30-ies and Hitler had called his movement Darwinism, then I would then have felt compelled to somehow change the name of my ideology. I would then have conceded that Darwinism was unclear and irresponsibly multi-interpretable.

This is my example to Muslims who witness the horrible deeds done by ISIS in the name of their religion. I say it is reasonable to ask Muslims to change their name, into Democratic Muslims. It is not enough for them to only distance themselves from ISIS, but retain their name without further distinction and remain neutral. They are responsible for their religious choice, like all of us. And remaining neutral Muslim while coming into or residing in Democratic Nations simply undermines our trust in them too much.

Yes, they may lie and deceive us big time, but this at least is a first step and it would enrage the radical anti-democratic Muslims, so it would be a REAL choice for Muslims; being for Democracy, system and nations, or too untrustworthy to come into and reside in them.
