It makes more sense to refuse to allow burka-wearing immigrants to immigrate than to bring them in and prohibit them from wearing the Burka.

Eventually, given their very high birth-rates, they'll be able to wear the Burka anyway, and even force everyone else to wear Hijabs or Burkas, but simply from the point of human liberty it makes more sense to refuse to allow families whose women wear the Burkas to immigrate in the first place rather than forbid them to wear what they wish to wear every single day.
