Did Dr. Pipes have any foreknowledge of this eventy?

After his rather weak points in defense of "no on annexation," I wondered whether there were stronger reasons that he could not divulge for his views. Is it possible that he was made aware of the likelihood of the UAE or other important diplomatic event contingent on a non-annexation pledge?
