I suspect the inverviewer is misquoting. "...while moderate Islam is the solution.", I believe, is the intent. Pipes does not contain that there is a moderate majority, or even a large moderate element, in the muslim world. But as I understand it, he advocates cultivating a culture of moderation ... which would mean, in a certain sense, "modern". Not everyone believes this is possible -- but if one has a broad enough understaning of what a "moderate muslim" is, it may be.
