If they do, why would they reveal it? The populace would have a heart attack, and throw them out of office for scaring them so. "Did US/European politicians study Karl Marx to formulate policies against the USSR?" No, but Patton read Mein Kampf. Democratic governments, the EU, the Western world never names the enemy until it's absolutely unavoidable. And then, they negotiate. Only when bombs (or planes) are going off on their front porch do they start scratching their heads and wonder about other possibilities. They arrogance of the belief that "treat others as you would like to be treated" will be returned in kind is the "Achilles' heel" of the free world.
