It may be that certain students attending the Saudi Academy do not fall within the US-Saudi Treaty (for example, permanent residents or naturalized citizens NOT connected with a foreign Government). Assuming at least one does, I've challenged Fairfax County about its assertion that it has no jurisdiction due to Federal primacy and that Treaty.

I argue Fairfax has jurisdiction with respect to "non-treaty" students. The 10th Amendment to the US Constitution reserves powers such as education to the States. Such duties would include protecting minors, prosecuting hate speech, and community values' impact on teaching materials acceptability. So far, I've not received an answer from Fairfax County Chairman Bulova on the point that I raise. I did receive a response that side-steps and confuses my point -- she addresses US military/State Department happiness and land use -- but not my issue. American values are the issue, I reiterated my request to her, and expect local Government willingness to advise a citizen about its role and then to perform it. I'm seeking help elsewhere.
