Where did you get it? The reason I asked is that printing photoshopped* picture along side news news is usually frowned on. Photoshopping in advertizing? You should assume that every picture printed with ads, including press releases, is posed or photoshopped, probably both. In this case the headscarf worn by the woman on the sidewalk was probably in the original picture. At least two, probably all three of the remaining head coverings were shopped in. The second girl from the left is probably not wearing anything on her head other than hair (and hairspray ;-). I suspect that the providence of the picture is such that alterations are, at most, mildly questionable. However, posting it here without attribution is at best naïve.
