Bad weather prevented all who wanted to vote from doing so, or the polling locations were not open long enough, or the ballots were not printed in enough languages, or whatever.There is no way that 200 million voters can effortlessly cast their ballot without some inconvenience. If seeing a policeman makes you run in the other direction, are you disenfranchised? If you are overseas and your ballot is not postmarked, are you disenfranchised? We have enough trouble answering these grey-area questions without inviting an outside group who have little feel for the American experience.
