New command structure

A new permanent task force pulling together people from all disciplines - all military arms, Intelligence, Police, Riot Control, Media, Legal. Diplomatic, civilian bloggers, academic staff especially veterans of similar past experiences eg this is Jenin on the seas, should be set up to handle such new forms of attack rather than adhoc ones. A permanent task force will ensure learning is captured and passed on. The more wide and diverse the task force, the more creativity in brainstorming solutions especially when conventional military means are not suitable for such cases.
