It was just the opposite: the Free World was way ahead the USSR in ballistic missile development. He as a president let the communists take the upper hand when their military power was inferior to the free world countries. Kennedy betrayed Cuba's freedom fighters in 1961 and let Castro stablish an 50 year stalinist dictatorship only a hundred miles from the US coast.
