Acts of war went unpunished in 79

It was more than mere aggression, the storming of the US Embassy: it was an act of war. Embassies are considered the sovereign soil of the nation which sends the embassy.

Jimmy Carter's lack of a proper response (a declaration of war) led other countries to suspect American weakness and all the terrorist activities followed.
