Takfir is not the solution

Well even if they were to be pronounced kafir, it would still not had been a legitimate way to wage war on them..
This is because muslims don't wage war on the basis of infidelity/difference of ideology..
We only wage war against those who are hostile against us.

What we the muslim ummah are doing is to promote more awareness of what Quran actually advocates, that is global peace among the nations from whatever religious/creed backgrounds so much so that even if they(the non muslim) were to kill themselves justly(according to their own laws) we do not intervene in the matter.

And likewise, to many of the polytheists their partners have made [to seem] pleasing the killing of their children in order to bring about their destruction and to cover them with confusion in their religion. And if Allah had willed, they would not have done so. So leave them and that which they invent.

Now if intervention of them killing themselves are not allowed, I would assume that letting them running naked in their own borough would be of their own business and we need not mind ourselves to it. What we could do of course is to promote the contrary.
