Issue of this White House administration

Dr. Pipes suggests that this administration might be receptive to good ideas from other advice from the political spectrum. I am curious how he arrives at this notion given the recalcitrance of the Obama administration to incorporate Republican or even conservative policies in any capacity in any area, least of all the foreign policy one.
