The truncated part of my post ran roughly so :

" In this sense I think that the old Ottoman proverb : "Türk danişmend olur adam olmaz" (The Turk can become a scholar but never a human being") to be correct should rather contain a joint denial "neither ... nor". This collection of Ottoman proverbs published in 1865 , in the good old Ottoman days, notes on the same page the otherwise known fact that "By 'Turks' the Oslamlis mean nomadic and semi-savage hordes of Turkic descent in Anatolia and Central Asia". ('Unter Türken verstehen die Osmanen die halbwilden Nomadenhorden türkischen Blutes in Anatolien und Mittelasien.') This is an excellent comment on "Ne mutlu türküm diyene" which I missed so much in your post.
