Possible? More likely probable.

The Persians know the chief impediment to their total hegemony of the Mid East is the U.S. and its role as the ultimate guarantor of the defense of Israel and the Arab potentates. They also believe Yamamoto made a mistake in choosing Hawaii instead of D.C. as its primary target when attempting to drive the U.S. away from & out of Asia.

The detonation of a nuclear device in D.C. and/or NYC would, in their minds, in my opinion, cause the U.S. to be totally consumed by domestic concerns and rehabilitation, and allow the Persians a total and unrestrained free hand in the Mid East.
