It's the British way

Having lived in the UK for 30 years and dealt with this sort of nonsense many times in different contexts, I think what you are experiencing is a peculiarly British combination of sanctimoniousness followed by hiding behind bureaucracy, followed by face-saving. It is good for O2 to have to deal with you, but I am not surprised at the end result.
