Both countries share problems and solutions - they are located in a challenging neighborhood and do their best to deal with that. The Sultan has clearly done well, and the UAE leadership is at least as progressive, perhaps more so. Oil is both a solution and a problem for both nations; both Oman and the UAE are addressing the problem by understanding, and to a great extent embracing, Western thinking economically and socially.
