Iran has American blood on its hands, whereas Turkey does not, not yet, anyway. Trump seems to hate those regimes which have killed Americans. That would not seem to apply to North Korea, but Kim Jun Un has not killed Americans, so far. Jihadist groups such as ISIS have been lethal, so they too are on the bad list.
It's a limitation of imagination as many other people share our values and need our support.
