While the Trump plan permits Israelis to annex about 30 percent of the West Bank, it does so, the State Department reminds them, "in the context of the Government of Israel agreeing to negotiate with the Palestinians." Netanyahu (as apposed to the settlers) is only planning annexing parts of the west bank in conjunction with the Usa soo Trump will not erupt in fury for working together with him. The price for this is he must agree to good faith negotiations with the Palestinians, But as ambassador Friedman has pointed out this does not mean accepting a Palestinian state. Only good faith negotiations with the Palestinians which all Israeli governments whether left or right agree to.
