Weaponize.

By the definition of the Russian of what us a bio warfare lab any bio lab anywhere in the world studying dangerous pathogens is a bio warfare lab. Studying the pathogen might lead to a cure. But also if you can cure you perhaps weaponize. These labs are all over the world and not confined to Ukraine. Most in the tropics where a lot of pathogens have not been fully studied.
