Rice is pushing pro-Saudi agenda of her mentors Jim Baker and Gen. Scowcroft, who under Bush Sr witheld loan-guarantess in order to topple Shamir govt and usher Labor govt that signed Oslo accords, itself based on implementation of 1974 PLO Phased Plan, whose 3 main stages are:

(1) Through "armed struggle" establish "independent combatant national authority" (OSLO ACCORDS);
(2) Continue struggle from territory of "national authority " (ONGOING);
(3) Provoke all-out war where Arabs destroy Israel entirely (AFTER ISRAEL'S RETREAT TO PRE-67 BORDERS).

Promoted by State Dept Arabists, Annapolis aims at Pal-Arab statehood (a) under Israel's retreat to INDEFENSIBLE pre-67 borders (with minor changes), (b) without Arabs giving up on CASUS-BELLI of so-called "right-of-return".

An advance from Stage 2 to Stage 3 in Phased Plan to wipe IL off the map!
