First of all , in 1991 there was no EU yet , just the modest European Community .

And still what I do say is that Recommendation 1162/1991 has become part of first EC , and then EU laws repressing freedom of speech , censoring and making ANY public crititical remarks against Islam illegal . I'd like to add that as long as this nasty recommendation is not exposed, condemned and rescinded there is no hope of Europe's saving from the cesspool of Islamisation !

Now I understand your question so : "How was it possible if the Council of Europe is not dependent on the EC/EU apparatchiks in Brussels" ?

Well , there is a tiny detail that has made this trick possible . Let me explain it briefly .

The EC/EU ways to impose its will upon unwilling Europeans are as numerous and effective as they are tortuous and hyspocritical . First , it is hard for an unprepared observer to understand how this Brussels mega-octopus is constructed , let alone check if what is in its own bulky rules and regulations corresponds to what happens in real life in Brussels . Anyway , when some unpopular decisions are made by the EU satraps in Brussels , they are hidden behind decorous words and are never represented as originating directly from the offices of Brussels and their lobbies .

Now turning to the Council of Europe , which is as bulky as it is expensive ( in 2007 it officially squandered 197 214 100 euros ) , it consists of four bodies - " the Committee of Ministers" decision-making body ; the Parliamentary Assembly defined as the "driving force for European co-operation"; the Congress of Local and Regional Authorities ; and the huge (1800-strong) Secretariat.

The Parliamentary Assembly has 10 committees whose members and their substitutes are proposed by the national representations to the Assemby and are approved by it. Now the cadidates must be carefully chosen to please the majority or the dominant political lobby there and thus hardly anyone except a yes-man ever gets inside , which simplifies a lot the job of the committee members who in fact depend on those that have chosen them , i.e. the strongest faction in the Assembly . Every committee chooses its president for a season and can start debates if 1/3 of its members are present . However , the catch is that , unlike the Parliamentary Assembly's, the committees' debates take place behind the closed doors , i.e. no one can check what and how it was argued and decided in a given committee in a particular case. Besides , the committees can invite as experts anyone they wish , which in practice means that no busybodies are invited . Now as Stalin said "Cadres decide everything", given the right cadres in a given committee everything can be decided according to the pre-established will of the dominant faction in the Assembly . And so it was decided in the "Committee on Culture and Education" in the late summer of 1991 to aggressively launch a pro-Islamic agenda .

This crucial "Committee on Culture and Education" has had quite a stormy history since its inception in 1949. In 1968 it became "Committee on Culture and Education". In 2001 the committee was re-named the "Committee on Culture, Science and Education". Among other obvious and commendable things its mission includes also "encouraging cultural co-operation within Europe and between Europe and other parts of the world, in particular the Mediterranean area." The "Mediterranean area" is the EC/EU codeword for the Arab world, of course.

Despite its innocent name this commission has incredibly wide inquisitorial powers. Beside "preservation of Europe's cultural heritage" , it is also in charge of "education and youth policy"; "the media, including , in particular, questions of media ethics". "Questions of ethics" is another euphemism for "control of the media" , of course . Furthermore , the committee deals with "issues relating to freedom of expression and the role of the artist and censorship, development of respect for and tolerance of differing cultures, including minority cultures within the member states". (!) Again very wide discretionary powers are given to the committee to practically interfere in anything they or their bosses dislike under quite decorous pretexts as all this prying and controlling is done in the name of higher apparently unassailable ethics .

Now this control and influence has been extended even further as " the committee shall share representation in the European Commission against Racism and Intolerance (Ecri)." And this is the critical detail here ! So we have an organ of the Council of Europe via the Parliamentary Assembly which is externally independent of the EC/EU and yet through sharing its representation in the despotic European Commission , is basically connected to and easily influenced by the EC/EU .

And so the experts from the "Committee on Culture and Education" can organise a colloquy inviting ony pro-Islamic scholars to discuss the beuaty of Islam behind the closed door and based on their opinions and the findings of the colloquy can propose an official document which will be accepted first by the Parliamentary Assemby and then will be incorporated into the EU legal system ! Well , the despotic European Commission hearing the moral experts from the Committee explaining how nice for Europe it is to follow Islamic ways cannot but agree with the conclusions , can it? And definitely the Euroean Commission has a thousand ways to impose its will on unwilling Europeans .

It is in short how Recommedation 1162/1991 has achieved its sinister role of a holy dogma that nowadays stifles any freedom of thought in Europe and is resposible for Europe's decay and dhimmitude under the assault of aggressive Islam . At its beginning stood a lie and a fraud of a minor committee acting as the tool of pro-Islamic faction , at its end stands the European Commission which is as pro-Islamic as its corrupt predecessors from 1991 .

By the way, my real name is not "Janusz" but "Jan" and I have devoted a longer article on this most disgustingly anti-European document called Recommendation 1162/1991 .
