Because at the time of writing his book, Stormer's world was ruled by the Cold War. Communism (read Soviet communism please) was looming larger than the covert industrialists; and because America and the Soviet Union were the two most powerful regimes on earth. They waged the "Cold War" and engendered "M.A.D." policy and stockpiling of atomic weapons. They had every possibility of reducing the earth to a nuclear winter wasteland. That was the whole aim of Mutually Assured Destruction: to so guarantee that the world would become extinct, that no one - unless completely mad - would set it all off. But Stormer does NOT limit himself to just communism; his thesis is that the "richest people in the world such as Rothchilds and Rockefellers et al. would actually generate the Global government he sees coming. The twelve "inner circle" economic rulers of the new world (Adam Weishopt's "Illuminati"). So Stormer does, in fact, totally target "industrialists." They were necessarily "western" because only the "free world" allowed for industry and wealth. Behind the "Iron Curtain" people didn't do very well.
