For this reason, in situ oil shale projects have been halted by the government in Western countries -- including France and the United States -- as being too dangerous. IEI and Dr. Vinegar are attempting to take advantage of Israel's lax environmental protection legislation, especially the Petroleum Law of 1952, to test their experimental technology. Dr. Vinegar has indicated this on several occasions. The many issues regarding this project are worthy of much deeper examination; we should not be taking IEI's word that they are here to benefit Israel with their petro-Zionism.
