How does Belgium compare? Until recently there had been no government for over a year. The franco-flemish language divide feeds desires for separation. Without a government but with those conflicts Belgium had potential for anarchy, at least by european standards. Yet there had never been anarchy. What is the ingredient in the countries from Afghanistan over to Libya and on to Mexico that accounts for chaos?
