Does the interpretation become the religion?

Hello Dr. Pipes

... You state that "Islam itself is not the problem. It is the interpretation of Islam today that is the problem." Isn't it true that if enough adherents of a religion have a common interpretation, then that interpretation becomes the religion? ...
