Unfortunately the definition and its consequences have undergone such confusion because the vast preponderance of perpetrators in this day and age are of the Islamist persuasion. So, in order to bend over backwards for the PC police, we are not allowed to associate one with the other for fear of offending the religion of those who commit terrorist acts in its name. Now anything and everything can be assigned or not assigned as terrorism, much in the same way that 90 year old women and preschoolers are subject to security searches so as not to appear to be profiling. In addition, there is a baffling tendency to classify terrorist acts by weapon, as if it has any bearing whatsoever or any meaning. Thus we see lists of 'bombings' or 'stabbings' or 'shootings' - to the extent that the specific types of weapons are detailed. Terrorism is inflicting murder and mayhem on innocent and unrelated victims. The unfortunate loophole in Islam is that non-believers are never innocent.
