But again the Qur'an is a confused and confusing book However, the most interesting fact about these three verses is that they are an example of an embarrassing Quranic literary problem. al-Mufasereen called it al-Kalam al-Mukarrar الكلام المكرر or Allah seems to be, for reasons unknown, is in the habit of repeating himself in various literary forms. Notice that Q9:33 and Q61:9 end with ولو كره المشركون of Q9:33 which becomes وَكَفَىٰ بِاللَّهِ شَهِيدًا in 48:28 otherwise the 3 verses are the same How is this phenomenon explained? 1. Muslims explain it as follows: it is all because of Asbab al-Nuzul or reasons for revelations or Allah must have a fixed literary formulas that he was using when sending down his revelations! Its sounds lame and it is indeed lame 2. Wansbrough provides a very radical way of explaining this literary phenomenon and it is as follows: The Qur'an must have different authors and this is why we see these "similar verses" have at times significant differences not just in syntax but also in grammar and spelling of words in the verse! And I do believe that he is correct BTW Sheikh al-Azhar in defense of this embarrassing literary problem: al-Kalam al-Mukarrar wrote that if al-Kalam al-Mukarrar is removed from the Qur'an, the holy book of Islam, will shrink and becomes the size of a كراسّة (booklet) What a disaster I hope I helped
