Hanifa's argument is not comprehensible

Dear Dr Pipes, In a fashion that is so common to Muslims (all of who defend Islam under all circumstances), your reader Hanifa implied that nothing bad happened in the battle of Ullais. According to Wikipaedia Muslims made the following offer to Persians," Submit to Islam and be safe. Or agree to the payment of the Jizya, and you and your people will be under our protection, else you will have only yourself to blame for the consequences, for I bring the men who desire death as ardently as you desire life."

Can I make a similar offer to those who currently live in and around Mecca? Just curious.
