"that followed America's 1975 defeat in Vietnam" - I assume Mr Pipes is aware that North Vietnam defeated South Vietnam in the spring of 1975, some three years (three and a half years for ground troops) after all US military forces were out of SV?

The main reason why South Vietnam lost the war in 1975, is because the US Congress decided to cut off all military aid to SV, while the USSR and China continued to supply North Vietnam with an abundance of the latest weapons.
