committee hearings and demonstrations?

Not sure if this is the right place to ask this but as I am not an American could someone please explain what the article was referring to quite early on when it referred to what appeared to be a new phenomenon ie,

"...choreographed spontaneous demonstrations at hearings"

What are these demonstrations, who is doing them and why are they happening?
