The devil and the deep, etc.

If there ever is a Palestinian entity/state it must, well ahead of then, have a police force capable of dealing with well-armed and -trained thugs and of maintaining civil order. The alternatives seems to be Israeli policing forever, or Jordanian or Egyptian policing, or UN policing, or ???. Civil order offers the prospect of prosperity, of generating assets that their owners will want to preserve and protect. Seems a lot better than civil disorder and attendant destruction or non-building of preservation-worthy assets. So if not this approach to setting up and maintaining civil order within the Palestinian entity, what better do you offer?
