its in israel's interest for hezballah to have scuds

scuds need between 45 -60 minutes to prep for launch and they are about 11 meters long with a diameter of about 1.5 meters. so they can't be hidden in buildings or tunnels. Israel can easily knock out a scud before it is launched. with satellite surveillance, 45- 60 mins is more than enough for an F16 or a missile to take them out long before they are ready.
