Islamists as majority or minority?

"Just as fascists and communists are not legitimate players in a democracy, neither are Islamists.".

Agreed, but would it be helpful to make a distinction between Islamists as having the effect or the potential of being a ruling majority and Islamists as merely one voice among many? In the latter case, they could be players in a democracy.
