Continuing the War?

According to your own view that a continuance of the war is a benefit to the West (I agree) and that the rebels have been slipping as of late in much of Syria, wouldn't limited strikes that degrade - but not entirely destroy - Assad's capability be sufficient to allow the rebels to continue the fight by "evening the odds?"

Also, I have a tough time saying no to anything that hurts Hezbollah, Iran, and Russia.
