You forgot to mention a vital 3rd problem: any "normalization" will prevent the corrupt leadership amassing billions of $$ from baksheesh into their own pockets. The longer "sanctions" perpetuate, the better it is for these kleptomaniacs. This is not only the case with Iran, but already happening since 1967 with the Palestinian "leadership", with only one difference: the Palestinians receive their money openly as donations from gullible governments, UN branches and NGOs.
