With the Saudis, Egyptians and Emiratis also planning to purchase Russian systems, as have the Greeks, http://nationalinterest.org/blog/the-buzz/russias-s-400-game-changer-the-middle-east-america-should-22760 it seems the only one they are all "protecting" themselves from are Israel and the US. With this in mind, Israel needs to seriously work on enhancing its "Samson Option"; which will soon be its only real defense -- protected not by Russian systems, nor American, but its own.
