They should have declared Mecca and Medina a Jewish+Christian+Muslim city which is what it was for the most part of the history. This statement might sound strange to you and your readers but only as long as we make the mistake of judging Islam by Islamic standards. The moment we start judging Islam with neutral, world standards and start treating things symmetrically, things will start falling into place. So I humbly submit.
