Were there many frivolous accusations of devil-worship in the dark ages?

Did the rulers try to ensure no-one could make scurillous accusations of devil-worship or were those who falsely and all too easily made such accusations held in high esteem?

These social justice warriors' logic is of the "all dogs have four legs, my cat has four legs, therefore my cat must be a dog" variety, but the more baseless their accusations, the more they demonstrate devotion to the cause, and that's all matters to them. The cause above all else, above truth itself.
