More than one road

Hello Daniel:

It seems to me that the people like Fawzia Koofi, Malalai Joya, Nonie Darwish and Bat Yeor represent the best hope for the future of that part of earth from Marrakesh to the Hindu Kush mountains, and bounded on the south by the Sahara Desert, and on the north by the Meditteranean Sea, the Black Sea, and the Russian border.

So, what is preventing governments from having the credit ratings of those governments reviewed? That seems to be one option available to us? Or is it because they conclude a review doesn't make much difference?
