[Insert ithna' ashariyya Marja' here] "And yes it is Read THE Qur'an but again tablighees have no clue about the definite article in Arabic as well as English" (قُرْآنًا عَرَبِيًّا) Only, the "Arabic" Qur'an. That not even Arabic scholar al-Tabari knows of the meaning. Why is there a difference in Ta'weel? This is because the "Ulama" just take guesses and then call it an "interpretation".
