Luckily, "the USA is not yet entirely part of Israel". Careless moves can make the situation worst as per your idea of retributions. Remember, you are dealing with humans and of course with beloved families who would sympathize even more and embrace terror ideology when they see how Americans deal with their enemies.

And we all know elements of US military are doing their job in covertly punishing those involved in crimes against the citizen of USA, but they also have to bring someone to court as a manifestation that they are still in a way doing it legally. Just killing the terrorists wont tell us the real reasons behind terrorism. Evil deeds countered with evil will just result in endless chaos.
