Quran 4:90 forbids Muslims to fight if non-Muslims withdraw from them but fight them not and yet Jihadists act the reverse.

Quran 4:90-Yusuf Ali translation:

Except those who join a group between whom and you there is a treaty (of peace), of those who approach you with hearts restraining them from fighting you as well as their own people. If Allah had pleased, he could have given them power over you, and they would have fought you. THEREFORE IF THEY WITHDRAW FROM YOU BUT FIGHT YOU NOT, and (instead) send you (Guarantees of) peace, then ALLAH HATH OPENED NO WAY FOR YOU (TO WAR AGAINST THEM).

Jihadists, i.e. ISIS, act against Quran 4:90 since even though non-Muslim countries do not have the intention to conquer them and yet they have the intention to conquer the whole world so as to restore Islamic state.

Jihadists have abused Quran 2:191 to support their evil act to have the intention to conquer Europe. If you would do a search in the internet, Muslim state in the past covers also Arab, Israel, Egypt, Iran, Iraq, India, Russia, part of China, and many more.
