retaliation - how?

The kuran says that one must or may use the same means as used by the opponent.

Muslims are using all possible means to destroy non-muslim civilisations. Deceit, violence, infiltration, bribery (including sexual bribery) - just any means are being used by them.

But we do not know who should lead the counter-measures. Most non-muslims are too decent and fair-minded to stoop to the level of the agents and quislings of islam.
