If his stalling worked, well and good, and, if not... Like any good fundamentalist terrorist, Saddam left open the option to commit political suicide in as spectacular and damaging a way as possible. Either way he would "win." Sure, it would have been better to humiliate the U.S. by surviving and keeping his WMD options intact. But, if he was going to go down, what better way than to drag the West into a possibly Vietnam-like conflict, split the Nato Allies and put as much additional strain on our resources as possible. The apparent absence of WMD is even more in Saddam's favor. Just look how it is dividing the U.S. If terrorism's goal is to weaken the enemy in any way possible, even at the expense of oneself, Saddam is perhaps the ultimate terrorist, and it's a good thing he's gone. No, I think Saddam is one shrewd psycho, and knew exactly what he was doing. And, even if this turns out not to be the reason, it's at least as good as any of the other nonsense I've heard.
