The Peking embassy

If Dr Pipes is saying that the Peking (or Beijing) embassy will be next on the list of largest sizes, what are the implications for the relations between China and the U.S.A.? Does that mean that China is conceding access or that there is something else going on? It is uncomfortable and difficult to figure out the Chinese interests and intentions when dealing with western countries, especially when they are now in such a position of power holding American debt.
