Defining who is a legitimate refugee is fine, but it still leaves their descendants in limbo. Without a plan to assimilate those people into the countries they reside in, they will still be in need of a state.

Jordan and lebanon are guilty of making no effort to assimilate these people and so let it go on funded by the UN with American money. Good for the senators for bringing it up.
