Sanctions

Why is it so ridiculously difficult to get the UN or any world body to agree to aggressive sanctions against Iran? That in and of itself indicates a serious problem. If the world cannot agree on simple sanctions, then how will any attack be agreed on? The trouble with sanctions though is that it is mostly the people of Iran who suffer the consequences of shortages or crippling economy. The corrupt leaders and Mollahs will take everything from them. If the idea is to get the people in such pain that they will rebel, I don't think that will work very well as it did not a few years back.
