Daniel, I'm sympathetic with your thesis, but I'm wondering about your end game. Where do you see this tactic going? Continual warfare? Defacto division of Syrian territory? What about unintended consequences? For example: refugees destabilizing surrounding countries; spread of Jihad to Europe through return of foreign fighters, etc.
