On the other hand the West does not trust the UNRWA with the registration of Arabs as refugees. Why not split the roles in a different way? Let us charge the PA with the definition of the beneficiaries and the registration and have the UNRWA only distribute the funds. I would expect the PA to restrict the beneficiaries to a smaller group within their own electorate. This would shift the power from Hamas to the PA as well. The UNRWA, when relieved from bureaucratic tasks, would have no way out, but to shrink to a small and adequate size. Israel would see more flexibility on the part of the PA.
